This mission eventually morphed, unsurprisingly, into a full blown nation building mission, buttressed by special ops forces sent into Mogadishu by former President Bill Clinton.
The special ops team had a clear mission: arrest top commanders of the warlord Mohamed Farrah Hassan Aidid—the man who pushed communist forces out of Somalia in the early 1990s.

Biden is sending troops into Somalia to "fight al shabaab," after Trump withdrew from it at the end of his presidency.
Of course, there is no declaration of war.

Somalia "elected" a new president yesterday. Today, the US announced a hundreds strong troop deployment into Somalia.
Surely, those two things are not at all related.

“President Biden has approved a request from the Secretary of Defense to reestablish a persistent U.S. military presence in Somalia to enable a more effective fight against al Shabaab,” a senior administration official, speaking on the condition of anonymity, said.

The New York Times, an outlet adept at manufacturing consent for the military industrial state, had more:
Mr. Biden signed off on the proposal by Defense Secretary Lloyd J. Austin III in early May, officials said. In a statement, Adrienne Watson, the National Security Council spokeswoman, acknowledged the move, saying it would enable “a more effective fight against Al Shabab.”
“The decision to reintroduce a persistent presence was made to maximize the safety and effectiveness of our forces and enable them to provide more efficient support to our partners,” she said.
